In many cases, councils work on their own to develop spatial information systems. Each council can develop its systems, processes and capabilities according to its own specific local needs. Large councils, in particular, may have the skills and experience required to work on their own. They can work directly with state or territory agencies to obtain state-wide spatial information datasets relevant for their needs because they have sufficient staff to find out where to look and whom to contact.
